This photo pictures the members of the David-Horodok diaspora youth movement 'Betar' (Hebrew acronym, meaning 'Josef Trumpeldor alliance') of the Revisionists, headed at the time by Jabotinsky. This movement was the forerunner of the Cherut party, now called Likud.
Zionist parties like Cherut recruited young people in the diaspora who wanted to emigrate to Israel. They would then form those in an area into a preparatory group ('Gedud Hachshara') which 'prepared' them for life on a Kibbutz, mostly teaching them to cultivate the land.
